bump(netsuite-suitecloud): cbfc8e8f → b3ff2a96 (#3124)

Re-pin to current upstream HEAD (oracle/netsuite-suitecloud-sdk@master, incl. the
26.1 release). The prior pin was ~2 weeks / 51 commits behind. Metadata-only change
to the source SHA.
