九维 rubric 权重修正与对外同步 + 补 MIT LICENSE

- fix #22: dim5 权重 17→18,九维加和 99→100
- 两张 rubric 图表从 v1 八维更新为九维并重导出 PNG
- docs/index.html 与 showcase.html 同步九维口径(外网页面此前仍展示八维)
- 采纳 issue #18: Phase 2 诊断改为加权短板优先排序 weight×(10-score)/10
- 补上 README 徽章早已声明的 MIT LICENSE(此前链接 404)
