New top-level skill that wraps gstack-gbrain-sync with state probing,
capability check (write+search round-trip, not gbrain doctor), CLAUDE.md
guidance lifecycle (write iff healthy, remove iff broken), and a
per-source verdict block. Re-runnable, idempotent.
